Starting at 8 p.m., the progam's outreach teams divide the city into zones and drive around in vans, armed with lists of the most vulnerable homeless people. They basically visit each person every two hours all night long. It was said that the team's real missionis "death preventation." The social workers do not waste time; they follow a schedule based on charts that reveal scraps of identities of each person. They are trying to get less homeless people who often die from frostbite, amputated toes, or even hypothermia, off the streets and invite them in to the shelters all around.
